The dialogue is the only and most important weapon at the Transnistrian conflict settlement talks, ex-Deputy Prime Minister for Reintegration Eugen Carpov said in an interview for Radio Free Europe, quoted by IPN. The MP stated it is important that the Moldovan authorities promote a very safe line together with a set of measures that would be supported by the potential international mediators.
“If we reach agreements with the mediators, the solutions will be identified mush easier. The role of the OSCE as a mediator must increase as the OSCE Mission to Moldova has lately faced travel restrictions, imposed by the Transnistrian authorities. Prior coordination is required before paying visits to the Transnistrian region, etc.” stated Eugen Carpov.
He noted that the role of the EU and the U.S. as observers should be put to good use and this role should be treated more seriously. There is practically no difference between mediator and observer when the observers put forward initiatives and proposals that represent a foundation for identifying solutions.
Eugen Carpov said there are a number of elements that must be brought together in order to achieve results. “The political will of Chisinau and of Tiraspol is very important, but this will is based on the will of the people. In this respect, the people from both sides of the Nistru River can play a decisive role, but the support of the mediators and observers is as important,” he stated.
Special consultations of the participants of the Permanent Conference on Political Issues in the Framework of the Negotiation Process for the Transnistrian Settlement in the “5+2” format took place in the premises of the Austrian Foreign Ministry in Vienna on April 21. The official negotiations in the “5+2” format haven’t been yet announced.
