EU to finance new projects to develop capacities of civil society and public authorities

The Government approved the signing of two agreements with the European Union concerning the financing of projects to develop the capacities of civil society and public authorities of Moldova, to the total value of €13 million.

Thus, the first financing agreement between Moldova and the European Union envisions the provision of a grant of €8 million intended for developing and strengthening the capacities of civil society of Moldova. The implementation of the accord will ensure the NGOs’ active participation in decision-making and policy drafting and in the implementation of Moldova-EU association processes. The public associations will be able to apply for financing for projects belonging to one of the strategic areas, such as good governance, economic and social development and social cohesion by improving the social services provision system. The project will be implemented by the Delegation of the European Union to Moldova.

The second financing agreement between Moldova and the European Union envisions the offering of a grant of €5 million for developing the institutional capacities of the Government and other state institutions in the process of implementing the Moldova–EU Association Agreement.

The financial resources will be allocated also for implementing Twinning projects by which the administrations of the candidate states or states that aspire to become members cooperate with counterparts from the EU countries in implementing clearly defined projects to transpose, implement and follow the community acquis in their areas of responsibility.

The money will also be used to strengthen the institutional capacities and public procurement in five key areas, namely: environment, justice, energy, transport, and education.

The implementation of the accord will be coordinated by the State Chancellery.
