Moldova is the only country that will take a step backward if it establishes a semi-presidential regime of government as all the countries are making effort to shift to a classical parliamentary regime, considers political analyst Viorel Ciubotaru. In a program on Radio Moldova on August 14, Ciubotaru said that if such a regime is instituted, Moldova’s political system will face a number of risks, Info-Prim Neo reports.
“We will encounter imminent risks. We must say that the head of state for example will not control the budget as it will be adopted by the Government. Thus, the President will not have instruments of influence to change the state of affairs, but the people who will vote for him will expect results,” the analyst said.
According to Viorel Ciubotaru, the more powers the President has, the greater will be the risk of generating artificial conflicts between the state institutions. “We will see these conflicts in several months,” he stressed.
Viorel Ciubotaru also said that the situation created in Moldova is not a constitutional crisis, but rather a political one caused by the politicians’ lack of culture and the lack of dialog. “We must get rid of an authoritarian system, not establish it again,” the analyst said, making reference to ex-President Vladimir Voronin, who controlled a rather large system though he had limited powers.
In the same program, Valeriu Prohnitski, executive director of the analytical center Expert Grup, said the lack of political culture and dialogue generated the political crisis in Moldova and scared the investors away. “All the countries of the region in 2009 saw an economic recession, but the volume of investments in Moldova fell eight times,” the expert said.
According to Prohnitski, not only the large foreign investors are disturbed by the unstable political situation. The national ones are concerned as well. The political instability also makes the young people to emigrate.
