An Environment Agency will be created in Moldova. The Forestry Agency “Moldsilva” will be transferred to the Ministry of the Environment, while the integrated waste and chemicals management systems will be coordinated by a separate institution. This is provided in the Environment Strategy 2013-2023 that was proposed for public debates, IPN reports.
The strategy was endorsed by the competent institutions. After the public debates are over, it will be submitted to the Government and then to Parliament for approval. The Ministry of the Environment expects that the strategy will be adopted by Parliament in November, Minister Gheorghe Salaru said in a news conference.
The Environment Agency will implement policies and the legislation and will regulate and authorize environment protection activities, while the State Ecological Inspectorate will have only inspection duties. “Moldsilva” Agency may be managed by the Ministry of the Environment as it can carry out inspections now, but does not have powers to work out and implement policies.
The institutional environment reform includes the strengthening of the restructured institutions, especially of the Ministry of the Environment, by creating new units in the areas of air and climate change, strategic environment assessment and assessment of the impact of the environment. There will be created an integrated water resources management system. The quality of water supply and sewerage services will be improved by regionalizing them.
There will be set up eight integrated waste management regions and two enterprises specialized in waste removal. Special emphasis will be put on the separate collection of waste.
The strategy will be implemented at a cost of about 8.6 billion lei.
