Eight long-term observers and a five team core members of the European Network of Election Monitoring Organizations (ENEMO) will monitor the October 20 local elections in Chisinau, without monitoring the concurrent snap parliamentary elections in four constituencies.
Dritan Taulla, Head of the ENEMO Mission, told a press conference at IPN that the goal of the monitoring is to improve the transparency of the election process and assess its integrity and compatibility with the best international standards and domestic legislation.
According to Dritan Taulla, ENEMO will monitor, assess and report on the main findings related to observing the overall political and electoral environment, respect for the rights to elect and stand for election. The Mission will also monitor the conduct of election management bodies, campaigning, gender equity, voting and counting processes, electoral dispute resolutions and other crucial aspects of the process.
“ENEMO operates in full compliance with international standards for election observation. We will deploy our observers in order to contribute towards a more transparent electoral process in Moldova. All ENEMO observers have signed the Code of Conduct for International Election Observers,” stated the head of the Mission.
The Mission’s deputy head, Pierre Peytier, said the observers will meet with different relevant stakeholders, representatives of state authorities, political parties and candidates, civil society, media representatives, as well as with the international community, in order to receive a more comprehensive picture about the process itself.
ENEMO plans to present interim and preliminary reports, to the national and international public. All ENEMO reports and conclusions will be based on the evidence and observers’ findings from the field. The final report, with concrete policy recommendations for eventual improvements in the area of elections and related policies, will be issued and presented soon after the elections.
According to Maja Milikic, the Mission’s press officer, this is the 30th Election Observation Mission of ENEMO and third ENEMO mission to Moldova.
