Employees of mayor’s offices to get nontaxable monthly allowances

The employees of mayor’s officers will benefit from nontaxable monthly allowances of at most 40% of the basic salary. The bill to amend the law on administrative decentralization and the law on local public administration was given a first reading by Parliament, IPN reports.

Under the amendments, nontaxable monthly allowances will be provided to personnel of the local public authorities employed in accordance with the personnel policy adopted by the State Chancellery. The reference indicators of the allowance are to be set by the local councils and will not exceed 40% of the annual amount of the basic salary.

The indicators concerning the administrative capacity of the local public authorities will be raised from 30% to 50%. This way, if the administrative costs of the mayor’s office do not exceed 50% of the own incomes and the deductions from state taxes, the mayor’s office will be able to provide the nontaxable monthly allowance to all the employees.

PAS MP Alexandr Trubca, one of the authors of the legislative initiative, explained that such allowances will be offered to employees of about 130 mayor’s offices and the number of these could be raised if the mayor’s offices increase the own incomes by better applying local taxes.

The bill is to be given a final reading.
