Education institutions urged to abandon video surveillance

The National Center for Personal Data Protection strongly advised the national education institutions to stop using video surveillance cameras in classrooms, giving them 30 days to comply, IPN exports.

In a press release, the National Center for Personal Data Protection says the Ministry of Education, Culture and Research was informed about the taken decision. The education institutions were also informed about the inadmissibility of such an act.

The Center makes reference to a recent judgment passed by the European Court of Human Rights in the case of two university teachers from Montenegro, who filed an application to the Court, saying video surveillance in lecture halls violates the right to private life and to the protection of personal data. Thus, the ECHR ruled that the article concerning the respect for private and family life of the European Convention on Human Rights was violated.

The Center will also examine the European practice as regards the installation of video cameras in Baccalaureate centers. A final conclusion will be presented next spring.
