Economy Ministry aims to improve permissive documents issuing one-stop shop

The Ministry of Economy and Infrastructure intends to improve the process of working out and implementing the automated system for managing and issuing permissive documents for entrepreneurs. The business entities can file online an application for obtaining a permissive document at one access point. They can pay online for the service with the corporate card and can follow the stage at which the document is, secretary of state at the Ministry Lilia Palii was quoted by IPN as saying in a press briefing.

Of 151 existing permissive documents, 131 documents were configured and are operational through the Electronic Permissive Documents Issuing One-Stop Shop. Only 69 documents are available online for now.

Lilia Palii said the pandemic situation underlined the necessity of issuing permissive documents through the one-stop shop. “In March-May 2020, after the state of emergency was declared and physical contracts were limited, including at state institutions, the number of online applications rose by 76%. The waiting time for obtaining a permissive document through the one-stop shop is six days on average, as opposed to 20-25 days before the implementation of the electronic system,” stated the official.

The Ministry of Economy and Infrastructure works on the interconnection of the Electronic Permissive Documents Issuing One-Stop Shop with electronic payment systems of commercial banks. This will enable to decrease the period of time for issuing permissive documents by another one day and a half. The Ministry is also dialoguing with the issuing authorities that are not yet connected to the given system so as to find interconnection solutions as swiftly as possible.

In 2018, the Government of the Republic of Moldova, with the World Bank’s support, initiated the process of working out and implementing the automated system for managing and issuing permissive documents called the Electronic Permissive Documents Issuing One-Stop Shop. About 35,000 permissive documents have been issued since its launch until June 2020.
