The economic agents who will not use cash registers will be sanctioned by the State Tax Inspectorate (STI) and will be liable to pay fines of 5–6 thousand lei, compared to the current fines of 1,500 to 1,600 lei. Amendments in this respect to the Fiscal Code were recently approved by the Council of Ministers. STI head Sergiu Puscuta declared that the current fines that are halved in case they are paid within 3 days, is no longer a significant sum that would determine economic agents to abstain from breaking the law. Puscuta mentioned that in order to regulate the activities in the internal trade, over the last half of the year there were taken a series of actions to monitor and assess the financial fiscal risk that is certified in these activities. Thus, STI instituted more fiscal offices in order to establish the real volume of affairs at different economic agents with an increased risk of tax dodging. During the period of the fiscal offices’ activity at the trade and service provision facilities the profits increased 3.2-fold, while at public alimentation facilities from Chisinau – by over 10 times. According to a prior government decision, until 1 January 2007 it is expected to institute a database of the STI that will include all the available information about the trade and service provision units. The authorization of the trade units will be used as a landmark for appreciating the level of risk that a certain trade unit runs from the viewpoint of observing the fiscal legislation, Puscuta said. The information obtained during the fiscal offices’ activity will be legislated as a method and indirect source for the STI. If a trade facility or a service provision facility are monitored at least two times a year in different period of the year and if each time the incomes of this unit increase at least 25%, then these indicators will have to appreciate the income received in the whole period of the year. STI proposed to stimulate the citizens to ask for the receipt for the made purchases or paid services. In this regards there was proposed to organize periodic lotteries, financed from the state budget, in which each citizen can participate.
