E-transformation of public institutions is a condition for business development, Employers

The National Employers Confederation of Moldova (CNPM) is constantly pleading for the presentation of reports in electronic format by the representatives of state institutions and for the e-transformation of all the public institutions. The situation in the field changes rather dynamically, but the developments in the country and outside it and the pressure exerted by corruption dictate even greater paces, said the Confederation’s chairman Leonid Cerescu, quoted by IPN.

Leonid Cerescu noted that now reports in electronic format are accepted by the State Tax Service, the National House of Social Insurance, the National Health Insurance Company, and the National Bureau of Statistics.

“It’s true that not all the economic entities present reports to these and other institutions in an electronic format, but things change swiftly. When presenting reports in an electronic format, the business entities do not come into contact with public servants and the risk of corruption and bribery is excluded. Moreover, these reports can be corrected. The authors can intervene to modify a particular figure. It’s not possible to hide particular sums. These are at sight and are directed to the budget,” stated the Confederation’s chairman.

According to Vladislav Caminschi, head of the Confederation’s Internal and External Relations Division, the members of the Confederation approve of the introduction of electronic fiscal invoices, but want to go further.

“Several years ago, when applying for fiscal invoice forms, the business entities had to stay in long lines. By 50 invoices were given to one business entity. Today they print these themselves, after taking the names of invoices from the State Tax Service. The e-invoice can be accessed online. This is a big advantage, but the Confederation wants to go further. In Europe, there are no fiscal invoices and we should also get rid of these. If there is the invoice and there is electronic reporting, it can be checked if the money reached a particular account, which is if the transaction took place, and additional efforts and resources are thus unnecessary,” stated Vladislav Caminschi.

“We are for the e-transformation of the public institutions, of governance in general,” stated Leonid Cerescu.

The National Employers Confederation of Moldova these days celebrates the 20th anniversary of its foundation. It brings together 21 employers associations and enterprises.
