Dumitru Diacov: “At least 20 Communist MPs are ready to vote for Marian Lupu on December 7 ”

The president of honor of the Democratic Party (PDM) Dumitru Diacov said there are two camps inside the Communists Party (PCRM) – one that wants to vote in Marian Lupu as head of state and one that wants early elections, with the Communist leader Vladimir Voronin staying in the middle. Dumitru Diacov expressed such an opinion during the program “In Profunzime” broadcast on Pro TV Chisinau channel on Monday evening. Invited to the program, the vice presidents of the other three parties that form part of the Alliance for European Integration (AEI) – the PLDM, PL and AMN, said the results of the December 7 elections will determine the subsequent steps that the Alliance will take – the modification of the Constitution or holding of early elections not earlier than September 2010, Info-Prim Neo reports.
Dumitru Diacov said he has meetings and telephone conversations with Communist MPs every day and asks them about their position on the election of the head of state. “At least 20 Communist MPs are ready to vote in favor of Marian Lupu so that the political crisis comes to an end. But some of them want to preserve the status of member of the PCRM,” Diacov said.
The first vice president of the Liberal Democratic Party Alexandru Tanase said that there was yet no fundamental discussion between the PCRM and the AIE or the PDM, as in 2005, when the Opposition imposed certain conditions on the major parliamentary group for voting in the head of state.
“Systematic discussions take place in normal countries. In our country they are impossible. The Communist MPs prefer to discuss in secret, in basements. The representatives of the left and right wings in Moldova do not sit at a table,” Dumitru Diacov confirmed.
The vice president of the Liberal Party Dorin Chirtoaca said the PCRM is not a democratic party and that Vladimir Voronin does not discuss from equal positions with his opponents.
Some of the invitees said the set of proposals submitted by the PDM to the PCRM was an important document, while the others said it was a simple text that the Communists understand even if some of the proposals are not very clear.
Speaking about the history subject in schools, which is under No. 10 in the set of proposals, the politicians said they suggest teaching 'a history' that is not modified according to the color of the new governments.
“A firm position is needed. At the beginning, it was the History of Romanians. Afterward it was the Integrated History. Now we come with a new history. It is a very sensitive issue and is not an appropriate condition for convincing the PCRM to vote for Lupu,” said Veaceslav Untila, the first vice president of the Moldova Noastra Alliance.
Dumitru Diacov also said that the set of proposals was submitted to the PCRM for examination, but no common discussions on it were held. He informed he had a meeting with Vladimir Voronin, who returned from vacation, but they will still have time for discussions when Marian Lupu returns from Brussels.
The invitees also said that Speaker Mihai Ghimpu's 'trump card' is the modification of the Constitution by referendum so that the President be elected by the people or by a simple majority of votes in the Parliament. The politicians specified that some amendments to the Constitution cannot be introduced by referendum. “A new Constitution will be proposed for a possible referendum,” said Alexandru Tanase.
Dumitru Diacov stressed the issue of the modification of the Constitution must be raised after December 7.
The Parliament decided that the second round of presidential elections will take place on December 7. Under the legislation, if the head of state is not elected by December 10, the Parliament will be dissolved and there will be held early elections.
So far, the special commission for the election of the President of Moldova has registered only the PDM leader Marian Lupu as presidential candidate. The deadline for the registration of candidates expires on December 3, at 24.00.
