Draft strategy for reforming public administration presented

The initial draft strategy for reforming the public administration in the Republic of Moldova for 2016-2020 was presented in the second meeting of the National Council for the Public Administration Reform on May 12. One of the main objectives of the draft strategy is to rationalize the Government’s structure, IPN reports.

According to the Government’s press service, the document stipulates an integrated approach to the reform of the central public administration and the local public administration. Among the set objectives are to reduce the fragmentation of the territorial-administrative structure, to ensure the functioning of an efficient monitoring system and to ensure transparency as regards the performance of the authorities, public institutions and state business entities.

The Council’s meeting was preceded by the presentation of the assessment report on the public administration in Moldova, which was compiled within the SIGMA project. Within the event, Prime Minister Pavel Filip said the reform of the central and local public administration is one of the overdue measures from the plan of action for implementing the EU – Moldova Association Agreement. “We need powerful public administration that will actually be an ally of the citizens,” stated the Premier.

The event involved the Head of the EU Delegation to Moldova Pirkka Tapiola. The officials reiterated that the EU will support Moldova in its reformation efforts, noting that the main goal of SIGMA is to strengthen the capacities of the public sector of Moldova. According to him, this contributes to the promotion of efficient governance and the socioeconomic development of Moldova.

Among the main recommendations of the SIGMA report are to work out a comprehensive strategic framework for defining reforms in the public administration, to consolidate the capacity coordination and monitoring mechanisms at administrative and political levels and to identify financial resources for implementing strategic documents and the planned reforms.
