Draft law to support the business environment

Freelancers, such as those who work individually in the field of art, engineering, etc., and who are reluctant to enter into legality because of the high taxes and bureaucratic provisions, could work based on a unified and simplified tax regime. They would have to pay a single tax of 12%, to file an annual report, as well as to keep a register of accounting entries and exits, while those who have cash operations would have to purchase cash registers. These and other proposals have been put forward by MPs from PAS group, ACUM Bloc, who developed a draft law in this respect, IPN reports.

At a press conference, MP Radu Marian specified that this draft had been developed as a result of discussions with representatives of the business environment and these measures were somehow facilitating their activity, because there were numerous systemic problems, bureaucracy, corruption. The authors of the draft propose to reduce the number of reports to be submitted by the Ltd companies, namely to present a unique report, as in the case of individual companies. This measure would benefit the newly founded Ltd companies for three years following their set up.

"There are many cases in which economic agents need to make certain small purchases, such as light bulbs or office products, and they have to draw up these tax bills. And they should be signed by both parties, which makes work very difficult. And we propose that those sales slips issued by shops to the economic agents be accepted, namely checks with a value that does not exceed a thousand lei, while the amount of all these checks shall not exceed 1% of the annual income for a year, "explained the parliamentarian.

Another measure concerns the exclusion of the phrase "Stamp Place" from tax invoices. Although the law does not require this anymore, many accountants and financial directors continue to ask for the stamp. However, the exclusion of this phrase would indicate that the stamp is no longer necessary. Proposals include the acceptance of signed and scanned tax invoices as accounting evidence even if they are sent by email.

"Of course we encourage all businesses to switch to e-invoices, but the truth is that many businesses use paper invoices. And to help them overcome this transition to e-invoices, we come up with this provision, which will give them the chance to send this scanned invoice via email, saving time and effort. This provision will be valid only for VAT payers, those who do not pay VAT, will have to apply the electronic signature”, said Radu Marian.

MP Dan Perciun has mentioned he is working on several initiatives to come up with medium and long term measures. One of them is aimed at regulating online commerce. There is also an initiative to promote the use of electronic payments in the economy, to stimulate the use of bank cards and at the same time to encourage the reduction of bank charges, etc.
