A draft law proposing to amend several provisions of the Competition Law was registered with the Parliament's secretariat. The Chairman of the Parliamentary Committee on Economy, Budget and Finance, Sergiu Litvinenco, announced this at a press conference, IPN reports.
According to Sergiu Litvinenco, this draft establishes the obligation of the Competition Council to intervene and settle cartel agreements. "Very concrete rules are set regarding the economic concentration in the field of mass-media advertising, concurrently with the obligation of the Competition Council to intervene when a problem is reported, including with the obligation to intervene ex officio to meet the public's demands", said Sergiu Litvinenco.
With this draft law, lawmakers intend to ban anti-competition agreements that have the effect of curbing media pluralism. Also, the draft provides for the establishment of special requirements regarding economic concentrations in the field of media advertising, but also the establishment of special requirements for examining the alleged cases of infringement of the competition law in the media field.
According to Sergiu Litvinenco, in the next days the draft law will enter into debates. All interested parties were invited to submit proposals or recommendations to Parliament concerning the respective draft. The initiative comes after, in the course of the years, several civil society organizations have reported competition issues faced by mass media on the media advertising market.
