At the beginning of July, a number of experts of the EBRD and other development partners will visit the municipality of Chisinau to consider the possibility of disbursing the first tranche for implementing the project to rehabilitate the housing sector. The candidate for mayor Dorin Chirtoaca, who has managed Chisinau, over the last eight years, said this is the longest project of the municipality, which will last for 20-25 years, IPN reports.
“In Chisinau, the residents pay the lowest apartment building maintenance tariffs. It is practically impossible to convince the whole Chisinau that the tariff of 1 leu for a square meter should be raised. So, we decided to follow another way. We analyzed the experience of other cities that managed to make progress over the last 25 years and saw that building rehabilitation programs were implemented there with European funds, which were mainly grants. We don’t have access to these funds because Moldova didn’t make the required progress. However, we do not want to stagnate and started to prepare this rehabilitation program two years ago. We discussed with the foreign partners. A year ago, we reached a consensus with the EBRD and started to collect data about the number of buildings, the consumed volume of heat etc,” Dorin Chirtoaca told a news conference.
The candidate presented an EBRD note saying a delegation of the development partners will come to Chisinau on July 15 to carry out assessments for disbursing the first tranche of the project, to the value of €20 million for 2016, and to compile the list of apartment buildings that will be covered by the rehabilitation program. The total cost of the project is €500 million. The foreign partners will provide by €20 million annually so that the problems related to the management of the housing sector will be fully solved in 20-25 years.
Dorin Chirtoaca noted that the dwellers must contribute 5,000 to 10,000 lei each, depending on the cost per square meter of apartment. Those who will be unable to contribute money for rehabilitation will be included in a compensation program.
