The Parliament of Moldova should have a mechanism for monitoring the activities related to the European integration and the adoption of bills in accordance with the Community acquis. Such discussions were held in Chisinau at the seminar “Parliamentary control of the European integration process in the Republic of Moldova” that was held within the second meeting of the EU–Moldova Parliamentary Association Committee, IPN reports.
Democratic MP Valentina Buliga, who heads the Parliament’s commission on foreign affairs and European integration, said the institutions of the public administration permanently assess the delays and measures taken to implement the Association Agreement with the EU. “A priority for the legislature is to maintain and promote the European integration process by adopting laws in accordance with the EU legislation. We want a powerful and stable European Union able to give sustainable answers to topical problems and want Moldova to form part of this Union. We must achieve this desideratum all together. I reiterate the ruling coalition’s commitment to implement the priority reform action roadmap and its readiness to assume new commitments,” she stated.
Democratic MP Raisa Apolschii, head of the Parliament’s legal commission, said that Moldova set off well in 2014, when it signed the Association Agreement with the EU, but the political crisis of 2015 slowed down the process of implementing the document. “Within the legal commission, all the bills concerning the Community acquis are examined very attentively. I support the idea of adopting fewer laws, but of a higher quality. Until recently, the insufficiency of communication between the Government and Parliament was felt. Now we have a roadmap that is treated very seriously. There is consistency and coherence in what the Government and Parliament do. The parliamentary control is one of the most important instruments in the implementation of the adopted laws,” she said, noting that it is much more difficult to implement laws than to adopt them
Unaffiliated MP Valeriu Giletski, ex-Liberal-Democratic MP, said efficient information about the control over the implementation of laws is needed. “We need this instrument for being correctly informed. This requires the involvement of the MPs in the decision-making process, in the debating of bills. It would be more efficient to have a separate commission on European integration or a commission consisting of MPs who have wish and vocation and know languages so that we could move on in the European integration process. Otherwise, we will stagnate,” he stated.
The EU–Moldova Parliamentary Association Committee meets two times a year, in Brussels and in Chisinau. The first meeting of the Committee was held in Brussels on September 21-22, 2015
