Dionis Cenușa: EU seriously analyzes reduced resilience level, including at European level

The European Union sees the resilience as a necessity of ensuing the coherence of the decisions that are taken at the European level and also at the local level as, when there are problems related to the functioning of the rule of law in a country or more countries of the EU, this can affect the EU’s functionality on particular dimensions. That’s why the EU very seriously analyzes the reduced resilience level, including at European level, not only outside its borders, Dionis Cenușa, a political scientist, researcher at the Institute of Political Sciences at Liebig-Justus University in Giessen, Germany, said in a public debate titled “Resistance to shock in Eastern Partnership – EU approach vs. NATO variant” that was staged by IPN News Agency.

Dionis Cenușa considers the European particularities derive from the supranational character of this organization. There are supranational institutions that have exclusive powers. That’s why the EU considers it is part of the list of those that are responsible for developing resilience inside the European Union and for maintaining resilience in the member state at an appropriate level.

That’s why in 2016, when the EU launched the Global Security Strategy, it made reference to resilience both for the internal needs of the EU and its member states and for the states that are on the waiting list – the countries of Western Balkans and the states of the Eastern neighborhood.

In another development, IPN’s senior contributor said that in general, the EU’s idea to be more present in regions was due to the Russian Federation’s activity in Eastern Europe: “Russia’s geopolitical interest is a curse for the countries of the region. This activity created mobilization inside the EU at the level of the countries that have good traditional relations with the Republic of Moldova, Ukraine, Georgia so as to advance the cause of Eastern Europe at the level of the EU.”

Dionis Cenușa also considers that namely the chaos inside the political class disadvantaged the country on a number of occasions. For example, owing to the inefficiency of the government at the level of the banking sector, which resulted in “the theft of the billion”, or the inexistence of a functional judicial system caused the annulment of the local mayoral elections in Chisinau etc.

The scientist noted these situations showed that Moldova is extremely vulnerable as regards the functioning of the democratic institutions. Therefore, Moldova lost important money from the EU, which could have been used as state budget funds for vulnerable persons during the COVID-19 pandemic.
