The authorities extended the access ceiling for the medium and low energy vulnerability categories. The consumers whose ratio of energy costs to global monthly incomes is higher than or equal to 15%, but lower than 35% are added to the average energy vulnerability category, while those for whom this ratio is lower than 15% – in the low energy vulnerability category. Earlier, the coefficient of access to the average category was higher than or equal to 20%, but lower than 35%, while for the low category – higher than or equal to 10%, but lower than 20%, IPN reports.

The Ministry of Labor and Social Protection said that following these changes or the correction of the mistakes made in the initial application, the consumers whose energy vulnerability category was raised will benefit from additional subsidies in the bills for the immediate period. The additional subsidies will be calculated by suppliers and will represent the difference between the subsidy set according to the new energy vulnerability category and the subsidy provided earlier, since the day the application is registered on compensatii.gov.md.

The redistribution of the energy vulnerability categories was also necessary for cases when household users incorrectly indicated the consumer place or other data (i.e. monthly average income, number of family members, etc.) in the application for subsidies. Therefore, the information system put them in a lower energy venerability category, based on the presented data.

This was also necessary in the case of household users who didn’t have consumption history in the previous cold period and their energy vulnerability could not be estimated accurately, according to the set minimum energy costs. This way, if the energy costs calculated in accordance with the regulations on energy vulnerability categories are inexistent or lower than 2,500 lei, the vulnerability category is set by considering the value of energy costs in the winter season being of 2,500 lei.

The domestic users with estimated energy costs in the cold period higher than or equal to 5,000 lei, who indicated a global income per family lower than 25% of the estimated energy costs in the application and whose incomes are not available in the state systems and resources, will be put into the average vulnerability category at the most.
