Decentralization strategy takes shape

The decentralization strategy for the next four years has been drafted. The solutions proposed there resulted from a broad opinion exchange, coordinator of the Joint Integrated Local Development Program Mihai Roscovan stated for Info-Prim Neo. The commission set up to formulate the strategy is composed of representatives of the central and local authorities and civil society. The experts involved in the project stated their views on the objectives of the decentralization strategy in a workshop. “The participants in the debates agreed with the final goal of the strategy – to built autonomous and democratic local administration that will provide the necessary public services in conditions of efficiency and financial discipline during four years,” said Mihai Roscovan. However, the opinions on the methods of implementing the strategy were dissenting, even controversial. The authors aimed to identify the optimal solutions by debates. Viorel Furdui, expert of the Institute for Development and Social Initiative “Viitorul”, said the entrusting of tasks to the public administration, the cooperation between the local public authorities and the regulations concerning the public and private patrimony aroused heated discussions. Asked if the final document will be viable and will meet the expectations of the local authorities and citizens, the mayor of Festelita village of Stefan Voda district, Nicolae Tudoreanu said he is optimistic about this. “The working groups include competent persons who worked in the public administration. Besides, we can learn from the experience of our Romanian partners,” he said. The workshop will end with the drafting of the strategic decentralization plan and the plan of action for implementing it. They will be also proposed for public debates. The Joint Integrated Local Development Program is implemented in Moldova in partnership with UNDP–Moldova, UNIFEM and the Swedish International Development Cooperation Agency. It assists the Government in the local governance and decentralization process.
