Debts of medical institutions of the capital represent 25 million lei

Medical-Sanitary institutions of the municipality Chisinau accumulate debts of 25 million lei to the budget of state social insurances in 1999-2002. The head of Municipal Health Department, Victor Savin, said that this thing happened because of insufficient financing. Once with the acceptance of the compulsory medical insurance system, the responsibility for paying these debts is put on the local authorities. Victor Savin said that according to the Law on debts of medical-sanitary institutions to the budget of state social insurances on 1 January 2004, payment of these debts is scheduled step by step, for a 5-year term, starting 1 January 2006. Thus, the amount stipulated by the law to be paid by the local public administration is 24,608,000 lei, including 653,000 lei the debts of the Clinical Hospital of the Ministry of Health. This institution was, till 2001, under mayoralty’s control. Municipal Council empowered the deputy mayor of the capital, Petru Svet, to conclude the agreements of payment of the debts. In the same time, in the local budget it is included the amount of 3,255,000 lei for the first 9 month of this year, to pay the debts. It still has to be identified the amount of 1,627,000 lei of the available means to pay the debts in 2006.
