Customs Service launches “e-Waybill”

The digitized module “e-Waybill”, developed by the Customs Service of the Republic of Moldova with support from the USAID-funded Moldova Structural Reform Program, has been launched, IPN reports. The paper waybill was replaced by the digital one and this will enable to save time, resources and energy, according to the developers.

Customs Service director Sergiu Burduja in the launch said the digitized module “e-Waybill” comes to facilitate the customs functionary’s work by simplifying customs formalities when supervising goods transported within the customs territory of the Republic of Moldova. This will have a beneficial impact on the business environment too as the acceleration of the flow is of major importance.

Moldova Structural Reform Program director Douglas Muir noted that USAID came with assistance in purchasing the software needed for this module, while the Customs Service received all the technical and physical assistance. The waybill will ensure the transit of goods on Moldova’s territory. Until now this document was used on paper only, in three copiers.

Igor Iurco, head of the Transit Section of the Incomes and Customs Control Department, explained that the waybill is a document used by the customs authority to ensure the supervision of goods and units of transport conveyed on Moldova’s territory. The waybill is most often used by business entities from the eastern districts of Moldova or to them, between an internal checkpoint and a customs post of a customs office. It is also used to supervise international postal shipments, goods intended for diplomatic missions and consular offices based in Moldova or for supervising humanitarian aid from a customs post to an internal checkpoint.

Natalia Iepuraș, senior manager of the Free Economic Zone “Ungheni-Business”, said the e-Waybill is a necessity and very important instrument for those from the economic zone. It will ease the procedure for transporting goods from one free economic subzone to another one.

Marcel Chetrari, head of the Import-Export Division of Draexlmaier Automotive (resident of FEZ Bălți), said that Draexlmaier Automotive daily uses the simplified transit procedure using the waybill for shipping goods needed in the production process between the subzones of the FEZ Bălți. So far the company used over 10,000 paper waybill forms. The new electronic module will offer a set of modern instruments for facilitating the transportation of goods and units of transport on Moldova’s territory.
