The development conception of Chisinau municipality, drawn up by the specialists from the capital’s City Hall, provides for the creation of new districts in the suburbs, such as Budesti 2, and Stauceni, near Balcani roadway. The given districts were selected taking into account the advantages of the placement, the territory’s neighborhood with the road and engineering networks. It was also established their main purpose – the creation of residential complexes on mortgage basis or construction of social dwellings, private sectors, business zones, etc. This conception was discussed on Monday October 30 during a meeting convened by the Moldovan President Vladimir Voronin. Premier Vasile Tarlev, director of the Agency for Constructions and Territorial Development Igor Semenovcher, general interim mayor of the capital Vasile Ursu, other decision makers from the Chisinau City Hall, have participated in the meeting. President emphasized the importance of determining certain conditions and clear mechanisms for distributing the plots and for assessing the price of the land intended for construction. He declared that the norms and standards must be the unique in the country and confirmed by the Parliament, bearing in mind state interests ahead of others. In the context, President requested the Government to revise all the legislative documents in the field and to modify them if needed. The interim mayor Vasile Ursu stated at the beginning of the last week that though the architects have already identified the territories where the private districts could be developed, the plots will be allotted only after the General Urban Plan is approved, which will be presented for examination to the municipal Council on December 20, 2006. The municipality has recently decided to resume the process of distributing the plots of land for the individual dwelling construction. Starting 2003, this process was ceased for the reason that the law enforcement bodies established that local authorities committed illegalities while distributing hundreds of plots for the construction of private houses. The municipal councilors requested the Landed Division to present by the end of November the Regulations that would stipulate the categories of persons that can benefit from plots.
