Court of Auditors report on management of public funds examined in Parliament

The Court of Auditors during October 2017- September 2018 issued the law enforcement agencies with materials concerning suspicions of fraud collected by 13 audit missions. These refer mainly to the eligibility of beneficiaries for financial support, the purchase of equipment that does not fully meet the specific features of the activity of the entity and the unjustified rise in the costs of building renovation and reconstruction works compared with the initial contracted prices, says the Court of Auditors’ report on the management and use of public funds and property for 2017 that was examined in Parliament on November 16, IPN reports.

The Court’s president Veaceslav Untila said there were organized 53 audits missions. The Court formulated 38 opinions on the financial reports and 16 conclusions concerning the compliance and performance of the management of public finances. Of all the formulated opinions, six were favorable, 22 contained reservations, eight were contrary and two were cases of impossibility of stating the audit opinion.

Veaceslav Untila noted the report includes the financial audit of the Government’s reports on the fulfillment of the state budget, the state social insurance budget, the mandatory health insurance funds and ministries’ reports on the fulfillment of budgets the previous budgetary year. The audit missions also examined the allocated public finances, mainly in areas related to transport services, food safety, social support of the population, tax management, functioning of information systems etc.

The MPs examined the report and adopted a decision saying the accounting and financial reporting systems used in the public sector contain a series of shortcomings. The internal public financial control didn’t fully achieve the general goal of consolidating managerial responsivity for the optimal management of resources. The managerial responsibility concept hasn’t been yet fully implemented.
