Court of Auditors analyzes national health protection programs

The Court of Auditors, in a public meeting on May 3, presented an audit report on the financial situations of the national health protection programs on December 31, 2017. Senior state inspector Irina Pantea said the audit was conducted at the request of the foreign backer, the World Bank, in accordance with the conditions specified in the financing agreement between Moldova and the International Development Association, IPN reports.

The five-year financing agreement was signed in July 2014 to implement the program “Moldovan Health Sector Modernization”. The IDA pledged to offer US$ 30.8 million, US$ 28.7 million of which in the form of budget support and US$ 2.1 million in technical assistance.

The auditors identified distortions related to the financial situations concerning the costs of the subprogram “Health Sector Policies and Management”. The financial report was distorted by the sum of 350,800 lei also because of the non-observance of the regulations on accounting and financial reporting in the budgetary sector.

The financial situations as regards the costs incurred in 2017 by the subcomponent Technical Assistance Project (US$438,100) turned out to be reliable and truthful.

The lack of regulations for delimiting the responsibilities for carrying out activities by the former Ministry of Health and the National Health Insurance Company and the lack of interaction between the reported result indicators generate the risk of non-achievement of the objectives defined in the financing agreement and the non-utilization of the lent amounts, said the auditors.

The audited entity is to inform the Court of Auditors about the implementation of the recommendations within six months.
