Court of Accounts finds irregularities in remuneration of civil aviation workers

Out of 500 million lei paid in 2010-2011 to the workers of civil aviation companies roughly 70% were various bonuses, shows a report of the Court of Accounts. “Each company has its own internal salary regulation, but the largest part of the salary budget is made of prizes, rises and bonuses, which are offered without clear, measurable criteria”, said auditor Violeta Andries, superior state auditor, Info-Prim Neo reports. According to the audit report, the administrator of Chisinau International Airport was paid 827,000 lei in salaries, rises and prizes. In two years, he traveled abroad 31 times, which cost the company 400,000 lei. “The remuneration of employees was done with irregularities that caused the Airport unjustified expenses of 900,000 lei. Without any indicators for evaluating the work of employees, they received prizes of 23 million lei. The wages of the members of the administration council amount to 293,000 lei”, reported Violeta Andries. The director of Aeroport Catering received a salary of 806,000 lei. The wages of other heads of civil aviation companies are similar. The audit report shows serious irregularities in the management of public property administered by these companies, in the policy of acquisition of goods and services. Many goods weren’t registered at the Cadaster or the data about them do not correspond to those in the Cadaster. For example, the Chisinau International Airport has 87 unregistered goods valued at 46 million lei and 54 hectares of land. The audit also showed there was little transparency in calling bids for procurement of equipment. Often, contracts are signed with a single provider or are disadvantageous for the companies. Unjustified rises of expenses for modernization have been revealed at other companies as well, including purchases from foreign loans, which are later reflected in the airport fees. The difference between the growth of expenditure and that of income reached 22.7% at the Chisinau International Airport, 21% at ASAC, 9.8% at MoldATSA, 4.9% at Aeroport Catering, 1.7% at AirMoldova and 1.7% at Aeroport Handling, which affected the profitability of these companies.
