The implementation of court decisions is inappropriate in the justice sector, while in a number of districts there are no disciplinary commissions for the qualification of bailiffs. The conclusions were made public during the presentation of the first quarterly report on the monitoring of the implementation of the justice sector reform strategy, IPN reports.

One of the report authors Alexandru Postica, a lawyer within Promo-LEX Association, told a news conference that many districts lack bailiffs because there are no appropriate regulations in this respect. Another shortcoming is the absence of a study of the taxation of representatives of the liberal professionals: lawyers, notaries, bailiffs, and mediators. According to the approved action plans, the study should have been made at the end of 2012.

The report also reveals insufficient transparency and swiftness in the activity of the working groups for monitoring the strategy. The agenda of the working groups is posted too late, one day or two days before the meeting. The regulations say that a person who wants to take part in the meeting of the working group must submit an application to the secretariat at least seven days before the meeting. Thus, they prevent other persons from attending the meetings.

Olesea Stamate, head of the Association for Efficient and Responsible Governance and co-author of the report, said that though the justice sector reform strategy cannot have an immediate impact, a milestone can be set for making comparisons over the next years.

According to Olesea Stamate, the project to monitor the implementation of the justice sector reform strategy started this January and will end in September 2014. The goal is to carry out an independent assessment of the fulfillment of the planned actions and to involve civil society in activities to monitor and make the public authorities more responsible at national and local levels.
