Council of Local Authorities of Romania and Moldova created in Chisinau

The public authorities of a number of Moldovan and Romanian settlements will have a common work platform following the constitution of the Council of the Local Authorities of Romania and Moldova. The constitution agreement was signed in Chisinau on May 24, IPN reports.

Emil Draghici, chairman of the Association of Communes of Romania, said the Council’s objectives are to carry out activities in concert and to ensure better reciprocal coordination in promoting decentralization and local autonomy. The Council will also strengthen direct and partnership relations between communities from Moldova and Romania and will ensure experience exchange. “They speak a lot about decentralization in Romania too, but not much is done in reality. In parts they even centralize more. We aim to deal with these problems within the cooperation between the central and local public authorities,” said Emil Draghici.

Tatiana Badan, head of the Congresses Local Authorities of Moldova, said that this cooperation is only a start. “The well-developed public authorities, with multiple capacities, represent the foundation of good governance. Thus, effort should be made to improve the Law on Local Public Finances so as to ensure efficient decentralizations,” she stated, adding that this is the most important legislative act that will ensure better autonomy and governance in the local public administration.

According to the Congresses Local Authorities of Moldova, similar partnerships will be established with associations of the local authorities of Poland, Latvia, Norway, and Ukraine.
