Coordinating Council on Implementing Youth Strategy

The minister of Education, Youth and Sport, Victor Tvircun, proposed to foreign donors to create a Coordinating Council
“in order to strengthen all the capacities” for implementing Youth Strategy. This proposal was made during the monthly meeting of the donors, at which representatives of UNICEF Moldova, World Bank, DFID, USAID etc. participated.
According to METS report, UNICEF special representative in Moldova, Ray Virgilio Torres, considered the creation of such Council as a good initiative. According to him, “this once again shows that there is a political will and that the Government of Moldova understands the role of youth in country’s development process”.
Victor Tvircun noted that this council would discuss financial priorities in youth matters and would manage every participant’s intervention, the coordination ensuring a maximum efficiency in order to attain proposed goals in the field of youth policies.
Tvircun noted that the most important results in implementing the strategy were achieved under the aspect of youth’s participation in society, access to information and services and partly youth’s health. Regarding the socio-economic area, the situation is rather serious, the minister highlighted, as the high unemployment level, lack of conditions, mechanisms and programs of improving the social-economic situation of youngsters lead to major problems such as migration, human traffic, etc.
The Strategy on Youth was adopted in December 2003. Now it is initiated the procedure of creating the working group for drafting the action plan on the second implementing stage, for 2007-2009.
