Contradictory discussions about implementation of reforms in police system

Minister of the Interior Dorin Recean and experts expressed dissenting opinions about the reformation of the police system. The minister considers the reforms are successful, while the experts said they failed in fact. The issue was developed in the program “Politics” on TV 7 channel, IPN reports.

According to Dorin Recean, all the forces this year are concentrated on ensuring integrity in the system and the observance of the legislation by the police, and on eradicating corruption. “The institutional reform was completed. The reform at operational level goes on. We must focus on the qualitative change of the police system. We must not set deadlines for the reform. We will see the police service improving in time,” stated the minister.

Expert of the Center for the Analysis and Prevention of Corruption Mariana Kalughin believes that the reform at the Ministry of the Interior deviated substantially. “We understand the meaning of reform in a different way. Such reforms often start disproportionally and the impact is minimal. That’s why we want more work rather than information campaigns. We want a feeling of safety to come form the police. I want the police officers to know their duties and to have a particular level of intelligence so that I have confidence in them,” she said

Former Deputy Minister of the Interior Ghenadie Cosovan considers the police reform reached an impasse. “More than 50 reforms have been implemented until now. Regretfully, they were all done to the society’s detriment. I thought that genuine reforms will now start. The police officers are left to their discretion. They are not even provided with decent salaries,” he said.

Cosovan also said that the police cannot be reformed with accidental persons. “The head of the Reformation Center Sergiu Diaconu is an average manager who can control a subdivision, but the reforms in the police system must be done by professionals. We have enough such specialists,” he stated.
