The contest to fill the post of director of the Institute of Pedology, Agro-chemistry and Soil Protection “Nicolae Dimo” was fixed and was politically orchestrated by the Ministry of Agriculture, Regional Development and Environment. Statements on the issue were made in a news conference at IPN.

Tatiana Ciolacu, scientific secretary at the Institute of Pedology, Agro-chemistry and Soil Protection “Nicolae Dimo”, who was delegated by the Institute to work on the candidate selection commission, said she was a witness to multiple violations of the regulations concerning the holding of the contest. “This contest had no sign of transparency and impartiality and the winner wasn’t selected according to competence and professional merit,” she stated.

According to Tatiana Ciolacu, the Institute was informed about the holding of the contest indirectly, only by a letter of the Ministry of Agriculture, Regional Development and Environment, whereby the Institute was asked to delegate a representative to the contest commission. The contest was announced on January 2 and the letter was received on January 11.

Another violation is the fact that Leonid Popov, who later was declared winner, was admitted to the second stage of the contest even if he didn’t have managerial experience. Inappropriate proceedings were written. They didn’t clearly specify the questions put to the candidates and the answers given by these The information about the method of holding the contest and other data were placed on the Agriculture Ministry’s website in an incorrect section, stated Tatiana Ciolacu.

She also said that when the contest was over, the results were announced in the presence of the minister: Leonid Popov scored 18.77 points, Iurie Moșoi – 16.28 points and Iurie Rozloga – 9.83 points. The proceedings of the meeting were published on February 25 and the figures were different in these: Leonid Popov – 18.87 points, Iurie Moșoi – 18.47 points and Iurie Rozloga – 9.83 points. The current director of the Institute Iurie Moșoi challenged the proceedings, but his application was rejected.

For his part, Iurie Moșoi said that he became inconvenient when he filed an application for financing, based on the Institute’s needs, to the Ministry. He received a response saying that the Ministry has no available funds for the Institute of Pedology.

Iurie Moșoi has held the post of director since January 2013.
