Consumers will be able to choose type of water supply contract

The procedure for signing individual contracts with consumers, which can be initiated after the approval of the new regulations concerning the water supply and sewerage service, was discussed by the administration of the public utility SA “Apa-Canal Chisinau” and managers of apartment buildings located in Buiucani district of Chisinau, IPN reports.

In a press release, the company says that the meeting, which centered on the investment and action plan for Buiucani and the solutions to the problems existing in this district, involved about 60 managers. “For signing direct contracts with consumers, the National Agency for Energy Regulation must approve the distinct tariff needed for installing meters and two tariffs needed for signing contracts – one for dwellers with whom the operator will sign contracts with the apartment building manager and one for dwellers with whom the operator with sign individual contracts. The consumers will be able to choose the type of contract. In the second case, the tariff is higher because it includes the costs for using, checking and replacing water meters in apartments,” said Vladimir Mocreac, the company’s client relations manager.

The Priority Investment Program of €64.8 million financed by the EBRD and EIB, the problems encountered in the process of implementing it and the municipal water supply system were also among the subjects discussed with the managers. Technical production director Vitalie Midari spoke about the importance of implementing the given project, which envisions the rehabilitation of 205 km of water pipes, over 3,000 water mains and about 15 km of sewer pipes in different sectors of Chisinau municipality, now that the over 2,000 km of pipes managed by the company are over 70% worn-out.

“Within this investment program, about 37 km of water pipes and 4 km of sewer pipes will be repaired in Buiucani district in two stages, in a move to improve the quality of the provided services. But these and other works that cover the whole water supply and sewerage system will not be financed if the condition to adjust the tariffs imposed by the backers isn’t met,” stated Vitalie Midari.

In the same connection, the representative of ICON-INSTITUT Vitalie Iovita suggested creating a committee of water consumers that would intervene to identify and solve long-lasting problems faced by the consumers. Such committees were already set up in all the districts of Chisinau.
