A block of flats being erected near the Republic Center fo Children and Youth “Artico” has become the subject of conflict that will be settled in court. Sergiu Scarlat, acting director of Artico, told a press conference that although on December 4 the Chisinau Court of Appeal applied a sequester on the parcel of land and forbid any constructions, two more stories have been raised and the enforcements officer doesn't react, IPN reports.

According to Scarlat, when the construction of Artico was approved in 2008, the 0.21 hectare parcel was allotted for the construction of a sports and recreation center for people with special needs. However, in 2013, the Agency of Public Property and several companies signed a contract, labeled “shady” by Scarlat, through which the parcel was sold. In March 2014, the Ministry of Education contested in court the contract, but a final decision is yet to be pronounced.

Sergiu Scarlat insists that the parcel was sold illegally because parcels can pass from public to private ownership only by government decrees and there wasn't any decree regarding the parcel near Artico. He said that before the court applied the sequester on December 4, the new owners had built 5 stories and they built two more afterwards. According to Scarlat, the builders are working day and night and the final court ruling is delayed so that they will manage to finish the construction and then the judge will say that it's unreasonable to demolish the building. Scarlat said the Artico board will act in accordance with the law and will demand the court ruling to be respected.
