The Employers Federation of Builders, Road Workers and Building Material Producers "Condrumat" asks for logistic support from the authorities in instituting punishment for the persons that carry out unauthorized construction works inside and outside apartment buildings. Valentin Margineanu, the head of the legal division of the Municipal Mortgage Agency “AMIC”, has told Info-Prim Neo that administrative and legal penalties for unauthorized constructions would be determined according to the level of danger they pose. Legal amendments are needed including to the Penal Code, the Code of Administrative Contraventions, the Law on Quality in Construction and other normative documents. “The fines for such offences must be increased and there must be formulated a clear framework for informing the prosecution bodies so that the constructions that can affect the safety of apartment buildings are administratively and legally punished,” Valentin Margineanu said. The Code of Administrative Contraventions provides for fines of 250-500 conventional units for unauthorized constructions. Representatives of "Condrumat" told Info-Prim Neo that the unauthorized constructions in apartment buildings affect the resistance of the blocks and modify their exterior as well as the internal piping systems, especially the gas networks.
