The municipal Construction Authorisation Division considers that the best practice in the fight against unauthorised constructions is the withdrawal of licenses of the construction companies that start building works without the necessary documents issued by the Chisinau City Hall.
At Tuesday’s meeting of the City Hall, Chisinau Mayor Dorin Chirtoaca said that though the local public administration does not have the right to demolish unauthorised constructions or penalise the persons that commit such offences – prerogative of the State Construction Inspectorate – the local functionaries should become ‘permanent guards’ and prevent the appearance of new illegally built buildings.
The district head’s offices could notify the State Construction Inspectorate of the discovered irregularities. The Inspectorate, in turn, will punish the economic entities that do not observe the obligatory norms.
At the City Hall’s meeting, the heads of the five districts of Chisinau complained about the inefficient cooperation with the State Construction Inspectorate. According to them, the Inspectorate postpones sanctioning the entrepreneurs that build without authorisations. Many times the state inspectors do not even attend the meetings of the territorial administrative commissions.
Even so, the fines for erecting unauthorised buildings amount to hundreds of thousand lei. The district heads say yet that it is difficult to levy these sums because legal action is taken in such cases and most of the times the judges cancel the decisions of the administrative councils.
Petru Budurin, head of Centru district, said that the demolition works carried out recently in the district are assessed at 73,000 lei. He voiced hope that this money will be allotted from the local budget because the district head’s office does not have financial resources to cover these expenses.
Reghina Apostolova, head of Rascani district, said that the district head’s offices should have resources and equipment to carry out the demolition works, but the local budgets do not envisage such funds. At the same time, the employment of economic entities to knock down unauthorised constructions is regarded as illegal.
A number of 78 unauthorized buildings have been identified in Ciocana district, 37 in Botanica district, 65 in Centru district, 6 in Buiucani district and 65 in Rascani district.
