Constitutional Court to pronounce on concession of Chisinau airport

The Constitutional Court on October 8 will examine the challenges concerning the concession of the Chisinau International Airport submitted by the Liberal reformers and the Communists. They asked separately the Court to pronounce on the constitutionality of the given Government Decision, IPN reports.

The Liberal reformers consider that the Government evidently exceeded its authority. According to them, on May 29, when the decision to announce the contest to concede the airport was taken, the executive had limited powers as it was acting then.

According to the Liberal reformers, by that decision the outgoing Government allowed conceding a strategic facility in Moldova’s civil aviation for a period of 49 years. “Practically, the given decision not only influences, but also determines the policies of the Government of Moldova in a strategic area whose importance increases continuously for a period of 49 years,” they said.

The Communists invoked the same reasons and the fact that the contest wasn’t open. “Such fundamental principles of the market economy as the free economic initiative and the loyal competition are ignored. The holding of a closed contest encourages disloyal competition, to the detriment of the legal principles of competition,” it is said in the challenge.

The Government conceded the airport to a Russian company for a 49-year period.
