Constitutional Court to examine notifications within shorter period

The parliamentarians approved in first reading a bill proposed by the PCRM group, reducing the period within which the Constitutional Court (CC) must examine the notifications submitted by Parliament. The bill was approved unanimously, Info-Prim Neo reports. Author of the initiative, Communist MP Sergiu Sirbu, said that the constitutional practice of Moldova shows that there are many cases when normative and legislative acts are adopted and then declared unconstitutional, but until they are declared so, they may cause negative effects that cannot the reversed. “Unfortunately, the recent period highlights a dangerous practice when the parliamentary majority adopts clearly unconstitutional acts and their examination by the Constitutional Court takes too much. In the end, the Court’s ruling is useless because it has effects only in the future, while in the 6 month period before the deadline for the ruling, some political forces could make use of unjustified and illegal benefits”, explained Sirbu. The PCRM bill reduces the deadline for the examination of notifications by the CC from 6 to 4 months and in cases of urgency to 30 days. The proposal has to be approved in second reading before becoming a law.
