Constitutional authorities are to blame for difficult situation of recruits in Transnistria, study

The young people in the Transnistrian region can be penalized criminally for avoiding doing the military service based on the Penal Code of Moldova and on the local penal code. The situation of hundreds of young people from the eastern districts is difficult, especially owing to the inaction of the constitutional authorities, say experts of Promo LEX Association, who made a study of the rights of the Transnistrian recruits, Info-Prim Neo reports. The study says that as citizens of Moldova, the young people from the Transnistrian region have the same military obligations towards the Republic of Moldova. Study author Alexandru Zubko said that no Moldovan law exempts the Transnistrian young people from this constitutional duty. Thus, the recruits from Moldova’s Transnistrian region should be monitored by the constitutional authorities and should do their military service in the armed forces of Moldova. According to Alexandru Zubko, the constitutional authorities cannot supervise these young men owing to the lack of control over the Transnistrian region. The exact number of recruits serving in the Transnistrian army is not known. The author also said that the militarized bodies of Transnistria can be considered illegal paramilitary organizations, while the persons that organized them and manage them should be held accountable. Zubko recommends creating a military center for the Transnistrian region, which would ensure the military supervision and would solve the problems of the Transnistrian recruits, and sending summons to the young residents of Transnistria so that they are examined by medical-military commissions
