Chisinau Mayor General Dorin Chirtoaca discharged the head of the General Social Assistance Division Eugenia Ceban shortly after she was reinstated to the post by court. Ceban opposes the decision of the mayor and accuses him of inventing all kind of reasons with the aim of removing her from the municipal services.
At the City Council’s meeting of December 7, Dorin Chirtoaca is to give details about the dismissal of Eugenia Ceban at the request of the Communist councillors.
At the last two meetings of the CMC, some of the municipal councillors accused the mayor of firing people in accordance with the political interests of the party he represents and of covering internal corruption acts. The councillors argued that Eugenia Ceban was dismissed only because she did not allow her subordinates to steal.
Contacted by Info-Prim Neo, the mayor general said that he sacked Eugenia Ceban in order to bring the abuses in the division to an end. After she was reinstated in the post under the court decision, the situation in the division continued to be tense and many employees submitted complaints about her inadequate behaviour, the mayor said.
Her subordinates complained that Eugenia Ceban behaves as if she headed her own enterprise. Three female employees said they were forced to hand in resignations, while a woman was closed in the office. According to the division’s jurist Elena Nohailyc, Eugenia Ceban said she would sign her leave application only if she resigned afterwards.
The court decision to reinstate Eugenia Ceban in the post is now examined by the Supreme Court of Justice following an application lodged by the Chisinau City Hall.
The first time, Eugenia Ceban was dismissed from post because she discriminated between the division’s employees and sanctioned them tendentiously without taking into account the relevant legal procedure – she did not ask for explanations before sanctioning, did not fix the violations in reports etc.
