Condominium co-owners associations can properly manage municipal housing sector, debates

The condominium co-owners associations (CCAs) are now the most suitable form for managing the housing sector of Chisinau municipality, consider representatives of the Public Amenities Division, who are sure that this administration formula can help solve more problems related to the utilization and maintenance of buildings. The switchover to this form of management can yet last as the human factor is involved and there are contradictions in the legislation and the normative framework. The issue was discussed in the public debate “Improvement of municipal housing management for solving problems related to the administration, utilization and maintenance of 3,794 blocks”, IPN reports.

Ghenadie Dubita, section head at the Public Amenities Division, said the process of creating CCAs is difficult and is not clearly regulated by the legislation. Moreover, the legal framework generates contradictions. On the one hand, the owners of apartments own isolated areas. On the other hand, the apartment building and the adjoining area are considered public property. Also, the law envisions the creation of condominium co-owners associations, but the specified procedure stipulates that the owners associate themselves voluntarily.

Valeriu Bogdan, head of the Legal Assistance Division of the Chisinau City Hall, said the switchover from one type of housing management to another will last because the human factor is involved and the people do not hurry to form condominium associations. The registered ACCs manage only the apartment building, not yet the adjoining area.

Ianos Cusnir, of the Urban Consulting association, said there are now four forms of management of the housing sector. The municipal housing sector companies administer 1,559 blocks or 43% of the total number. The privatized dwelling owners associations manage 1,006 blocks or 28% of the total. The homebuilding cooperatives manage 105 blocks, while the condominium co-owners associations, which is the newest form, about ten blocks. The last is yet the most suitable form for the housing sector of Chisinau.
