Conclusions of an international report on Transnistrian conflict to be used in integration process of Moldova

The conclusions of the report “Unfreezing a frozen conflict: Legal aspects of separatist crisis in Moldova”, drafted by the New York City Bar Association’s Committee on European Affairs will be used in the process of Moldova’s reintegration. The Government approved on Wednesday, August 2, an action plan on this issue. According to the action plan drafted by the Ministry of Foreign Affairs and European Integration, foreign factors will be informed about the report. In the same period, the results of the report will be distributed as an official document to the UN General Assembly. According to the action plan for the second half of 2006, the Russian Federation could be sued at the European Court for Human Rights by the persons who suffered moral damages and the rights of whom were violated as a result of the Transnistrian conflict. As well, Russia could be sued at international courts for establishing the separatist regime in Transnistria. Russia could be also sued for illegal keeping troops and munitions on the territory of the Republic of Moldova. As well, the plan includes stimulating and facilitating debates about the content of the report with the participation of the civil society and spreading through media channels, including foreign ones. The report will also ground a discipline for higher education institutions on the Transnistrian dispute and the representatives of the local public administrations will be informed. The conclusions of the report were presented on July 18, 2006 in Chisinau at an international conference. According to the basic conclusions of the forum, Transnistria has no right to foreign self-determination or secession; the outcomes of the privatization process in this region could not be recognized; Russia is responsible for backing the separatist crisis and for its consequences.
