The Communist factions in Parliament and the Chisinau City Council are demanding that the ruling coalitions present for consideration, without delay, the draft budgets for the next year, Info-Prim Neo reports. The Communists lamented the delay in passing the national and the city's budgets at a press conference on Tuesday, arguing that during their rule the budgets were usually passed by this time. “We are concerned by the lack of this project, because in recent years, due to this chaos, we have seen budget shortfalls of 300 million lei annually”, stated Valeri Pavlov, Communist faction head in the Chisinau Council. “It seems that this situation is caused intentionally by Mayor Dorin Chirtoaca, in order to siphon off some money”, said Pavlov. “We approached the mayor a few times with this problem, but he didn't have time for us, because he is on business trips most of the time”. Communist MP Eduard Musuc said that the “chaos practice” from the city council has been also embraced by the parliamentary ruling coalition. “It's well into November, but we haven't yet seen any proposals for the 2010 budget, although it should have passed first reading by October 1”, complained Musuc. “It is hard for me to explain the reason for this delay”, he added. Sources within Chisinau's mayoral administration have told Info-Prim Neo a press statement will be issued shortly to comment on the allegations.
