Commission for certifying organizations hosting volunteering activities invites applications

The organizations and institutions that want to carry out volunteering activities must become organizations hosting such activities. The commission for certifying host organizations was created by the Ministry of Youth and Sport in a move to ensure the implementation of the Volunteering Law.

Ion Donea, head of the Ministry’s Youth Division, has told IPN that now the commission is accepting applications from the organizations that want to perform volunteering activities. Nicolae Procopie, acting executive director of the NGO “Youth for the Right to Life” (TDV), said that changes need to be made for this commission to work normally or even a separate body should be constituted to manage the activity of all the ministries as regards volunteering.

The commission for certifying host organizations was set up to confer the status of institution hosting volunteering activities to public or private legal entities that do not aim to make a profit.

Ion Donea said the required documents were published and the organizations that want to carry out volunteering activities can submit these documents throughout the year. “There are now not many applications for us to hold a meeting, but in February I think the number of applicants will be sufficient,” he stated.

The regulations governing the activity of the commission were worked out with the participation of civil society. Nicolae Procopie said there are now no organizations hosting volunteering activities in Moldova, while the legislation is implemented with difficulty.  A national agency should be set up to cooperate with the ministries and to develop types of volunteering activities.  “An announcement was made and several applications were filed. But there should be designed models of documents as there are now only models of applications. I think the authorities expect our organization to apply so that they could post our documents as models. What we saw was something of a very poor quality,” stated Nicolae Procopie.

The NGO “Youth for the Right to Life” helped create the commission for certifying organizations hosting volunteering activities and carries out also other activities owing to the generous support of the American people, provided through USAID within the Moldova Partnerships for Sustainable Civil Society Program that is implemented by FHI 360.
