CNPM submits memorandum of cooperation to Government

The National Employers Confederation of Moldova (CNPM) transmitted the draft memorandum of cooperation aimed at creating an efficient system of dialogue between the authorities and the legal businesses to the Government. The document aims to improve the business climate and to combat underground economy, disloyal competition and corruption.

In a news conference at IPN, CNPM chairman Leonid Cerescu said two important documents for the business sector were adopted at he Forum of Businessmen held on November 12 – a resolution on the overcoming of the constraints on businesses and a memorandum of cooperation with the Government. “The documents were voted unanimously. The resolution contains measures for dealing with obstacles to developing businesses,” he stated.

CNPM deputy head Alexandru Slusari, who represents the agroindustrial business, said the Forum of Businessmen marked the start of the discussions with the government and they will make effort for the authorities to hear their demands. “The situation in the national economy is very difficult and such a state of affairs cannot persist. We have views as to what should be changed and what steps should be taken,” he said.

Raisa Bejan, of the Union of Sugar Producers of Moldova, referred to the authorities’ decision to restore the VAT of 8% in agriculture. “We are glad that this change was proposed. We now hope that Parliament will support our proposal. The businesses want to be good development partners of the country,” she stated.

Eugen Roscovanu, deputy head of the CNPM and president of the Small Business Association, said the businesspeople expect the authorities to be more receptive. “We want our proposals to be discussed by the tripartite commission, not to gather dust in ministries’ drawers. Our legislation is deficient and we have excessive bureaucracy that hinders the registration of businesses,” he said.

The representatives of the business sector said that if the government delays the signing of the memorandum of cooperation and its implementation, they will consider what measures to take in the future.
