CNP warns about deficiencies in bill on extremism combating

The National Participation Council (CNP) requests the Government not to approve a number of articles of the bill concerning the combating of extremist activities in its October 29 meeting. CNP chairman Sergiu Ostaf, in a news conference at IPN, said that these articles, which refer to the work of the Security and Information Service (SIS), are unclear and weren’t subject to decisional transparency.

Under the bill, if an extremist material is published on an electronic communication network, webpage, portal, forum or social networking site, the SIS orders the electronic communication network or service provider to temporarily block access to this material on Moldova’s territory.

Sergiu Ostaf said the right to order blocking access to information is not clearly formulated. “It’s not clear to what blocking the article refers, of the whole page, of the information or only of the extremist comment,” he stated, adding that the communication service providers weren’t asked to pronounce on this article. “We are against this article and demand that it be reviewed.”

Another provision of the bill says the electronic communication network or service providers are obliged to block access to the extremist material indicated in the order within four hours of the moment they received the order from the SIS. Sergiu Ostaf said the service providers weren’t consulted in this case either.

The bill on extremism combating is the tenth item in the agenda.
