CNP urges Government to ensure transparency

The National Participation Council (CNP) warned that some of the bills or draft normative documents continue not to be subject to consultation, as required by the Law on Transparency in Decision-Making. The Council’s head Sergiu Ostaf, in a news conference at IPN, said the Government’s acts when the agenda is supplemented with 12 items one hour before the meeting are regrettable.

“This creates an unpleasant feeling in the relations with civil society,” said Sergiu Ostaf. According to him, such things happen owing to the lack of capacity to plan the decisional activity. There are probably certain sensitive issues that the Government does not want to discuss beforehand for certain reasons.

The representative of civil society considers that certain influences within the Government are probably aimed at promoting subjects by ignoring the decisional transparency norms. The Government’s bureaucratic work system is another problem. This system is not adjusted to facilitate the whole decision-making process.

Sergiu Ostaf said that sometimes the bills that are incorporated in the agenda without being discussed with civil society are ordinary procedure bills, but they can include bills with a major impact on society.

The CNP repeatedly calls on Prime Minister Iurie Leanca to ensure transparency and expresses readiness to cooperate and have a constrictive dialogue so as to improve the quality of governance.
