The National Integrity Commission (CNI) discovered conflicts of interests in the case of five persons holding responsible posts. These persons are: the mayor of Ghidighici, the ex-prosecutor general, the health minister, the director general of SA “Termocom”, the mayor of Ignatei village of Rezina district, and the ex-director of “Moldsilva” Agency. They face penalties for not declaring the conflict of interests, IPN reports.
According to the website moldovacurata.md, which was launched by seven Moldovan NGOs, the relevant documents were sent to the National Anticorruption Center that is to impose penalties for the committed irregularities. The given documents were challenged in court by ex-prosecutor general Valeriu Zubco and mayor of Ghidighici Ion Beglet.
Valeriu Zubco and the ex-director of “Moldsilva” Agency Ion Lupu are accused of not declaring the conflict of interest in the December 23, 2012 hunting incident in the Domneasca Forest. As to Ion Beglet, the CNI established that the post of deputy mayor in Ghidighici was held illegally by his son.
At the mayor’s office of Ignatei, mayor Ion Balan signed a number of contracts for the purchase of food products for the local kindergarten, where the post of director is held by his wife.
SA Termocom director Mihail Cernei rented two vehicles for the company from his son-in-law and his daughter, paying over half a million lei for them from the public budget.
Health Minister Andrei Usatyi allowed reorganizing the National Clinical Hospital by absorbing the Cardiology Institute and the Neurology and Neurosurgery Institute, creating thus favorable conditions for administering the hospitals, including from economic viewing, after the expiry of his tenure.
Under the legislation, the non-declaration of the conflict of interests is punished with a fine of 2,000 to 6,000 lei.
