CMC urged not to vote items included in agenda of November 28 meeting

An initiative group consisting of representatives of civil society and politicians expressed their dissatisfaction with the work of the Chisinau Municipal Council (CMC) and the lack of transparency in formulating the agenda of meetings. The civil society representatives called on the municipal councilors not to vote the items included in the agenda of the November 28 meeting because the bills weren’t subject to public debates.

In a news conference at IPN, the chairman of the organization “My Dear Town” Vitalie Voznoi said the agenda contains 77 items that total almost 300 issues together with the sub-points. More than half of these issues refer to the allocation and lease of land. Some of the draft decisions concern problematic subjects, but the people cannot access the documents because they are published in an inaccessible format.

Socialist MP Ion Ceban said it is already a tradition for the agenda of the CMC to appear overnight, without consulting the factions of the Council. He expressed his concern about the local authorities’ intention to reorganize medical institutions by absorption and about the non-transparent way in which the functionaries are employed at the Chisinau City Hall. Ion Ceban will suggest creating a special commission for organizing contests for selecting candidates for posts at the City Hall.

Grigorii Mira, the representative of the Party “Vozrajdenie” (“Renaissance”), said four or five of the items from the agenda, concerning the leasing of plots, in fact envision selling in secret plots of half a hectare. Another issue refers to the allocation of a plot of 2 ares in the green area of Rascani district to a restaurant. The CMC didn’t explain to the residents of Chisinau what consequences the reorganization of the heat supplier SA Termocom will have and how this process will affect them.

Valentina Singherei, of the association “Mansarde-surprize” (“Surprise attic-like apartments”), said that one of the issues concerns the construction of attic-like apartments even if the municipal authorities haven’t yet presented construction regulations. A number of buildings on which such apartments were erected risk collapsing. Dwellers have to live at relatives or rent apartments because their apartments are covered in mold after the roof was taken away for constructing attic-like apartments on it.

The initiative group announced that it will stage a protest at the City Hall in the morning of November 28. It will involve dissatisfied dwellers of buildings where attic-like apartments are being built or were built.
