The meeting of the Chisinau Municipal Council (CMC) was again interrupted on Tuesday. The faction of the Liberal Party left the assembly hall in protest against the councilors who, according to the PL, want to solve electoral issues in their own interests, Info-Prim Neo reports. The councilors discussed the situation created at the Health Division after the Supreme Court of Justice annulled the mayor general’s ordinance whereby Mihai Moldovanu was named as head of the division. The court upheld the CMC’s decision to name Ion Arteni to this post, on the basis of a contest. The power duality at the Health Division has been considered in the CMC and in courts for over a year. The councilors of the PCRM, PPCD and UCM accuse Mihai Moldovanu of usurping power and infringing Ion Arteni’s rights to salary and individual work contact. Councilor Serghei Cires, who entered the CMC while on the lists of the Party of Humanists that merged later with the Centrist Union, demanded that the irrevocable court decision be implemented and that the medical and sanitary institutions be not financed until an individual work contract is signed with Ion Arteni. Cires was supported by Valeri Pavlov, a member of the faction of the PCRM. “As the court ruled in favor of the CMC, the acting mayor general must comply and sign a work contract with the winner of the contest, Ion Arteni,” Pavlov said. The leader of the PPCD faction Alexandru Corduneanu, the chair of the meeting, also considers that Mihai Moldovanu holds the post of Division Health head illegally. The leader of the Liberal faction in the CMC Ion Ciobanu expressed his indignation at the proposal to stop financing the medical and sanitary institutions, saying it was financial blackmail. “We cannot participate in electoral games and base Communist methods and will thus leave the hall,” Ciobanu said. After the factions of the PL and the PD left, only 23 councilors remained in the hall. As the quorum was not present, the councilors took again a break. Not all the items included in the agenda of the meeting that was opened on June 11 have been yet considered.
