CMC sanctions signing by Mayor of 50 mln lei instalment to Termocom

The Chisinau Municipal Council (CMC) has sanctioned the payment of a 50 mln lei instalment to "Termocom", money paid to the heat supplier via a recent ordinance by Mayor General Dorin Chirtoaca. The only councillor to object on countersigning the ordinance was the leader of the social-democrat party, Eduard Musuc, who said that the mayor's action is illegal and violates the law on local public administration. Dorin Chirtoaca said he signed the ordinance under the decision of January 25 by the former CMC, by which the local authorities assumed the responsibility to compensate the population from the local budget for the increase in the heating tariff from 233 lei to 540 lei/G-calorie. Some municipal councillors termed the mayor's action as absolutely legal, and they said if somebody is looking for illegality they should start then from the former CMC decision to cover the tariff compensation, with the local budget stipulating no such resources. The session also pointed out that the administrator did not keep his promise and did not withdraw, as promised, the petition to bring the Chisinau municipality to court after it paid the 50 mln lei instalment out of the total debt of 151 mln lei. The mayor says “Termocom” was given a deadline by the providers to pay off the present consumption, and namely October 15, so until then CMC will have to find new financial resources to clear the debt.
