CMC approves new and adjusted local taxes for 2021

The Chisinau Municipal Council on December 29 approved the budgetary-fiscal policy of the local authorities for 2021. The local taxes applied in the municipality were adjusted to the rate of inflation and new local taxes were introduced, such as the cleanup tax, IPN reports.

Mayor General Ion Ceban said the modifications made to the budgetary-fiscal policy were necessary as some of the local taxes haven’t been adjusted since 2004. Starting with next year, the inhabitants of the municipality will pay a cleanup tax that is expected to generate about 100 million lei revenues.

The market tax, the taxes for advertising devices, territorial development and parking were adjusted to the rate of inflation, while the tax rates for the provision of road transportation services in the municipality for each bus and minibus ware kept at the level of 2020. If the business entities seize operations in connection with the declaring of a state of emergency due to COVID-19, these will be exempted from paying a number of these taxes while they will not work. The elderly persons and persons with special needs, the families with many children and with small incomes will be offered assistance and exemptions.

PPPDA president and municipal councilor Andrei Năstase said the municipality didn’t do anything to support the small businesses. On the contrary, by the set local taxes the entities that monopolized the market are protected.

PAS councilor Roman Cojuhari said the executive does not have a methodology for calculating taxes and these are set arbitrarily. He exemplified by saying that a clothing workshop pays more taxes than a car wash, while a small grocery store pays ten times more than a hypermarket. Therefore, the PAS group didn’t support the draft decision on the local taxes for 2021.

The draft 2021 budgetary-fiscal policy and the amendments proposed to it were discussed during over an hour. The amendment decision wasn’t supported and the policy document was approved in the initial variant.

The local tax rates will start to be applied on January 1, 2021.
